As the newly appointed director of prison education programming, you remember two things from your undergraduate corrections course: first, few inmates participate in prison education programs; second, while literacy alone will not prevent crime, it is one of the many skills needed to function well as a responsible and law-abiding adult in our society. Your warden would like to create a model prison education program and asks you (1) what can be done with little or no budget increase to encourage more inmates to participate in prison education and (2) how will you know whether your strategies have been effective? What will you tell the warden?
